Selling web site designs is much like selling any other service. You find customers who would want your service, and create graphics for them. Don't forget that many customers need graphics not just for the web, but also for brochures, flyers, offline ads, etc.

Obviously to offer this service you will need to have good graphics skills, the right software. As with web design, it is very important that your own site is professional looking if you want customers to be convinced you really can deliver on your promises.
